It is needed to create a design that would allow older browsers and devices to view a simple but still usable page. while giving those with a newer browser and device a richer more compelling and full featured experience.

I will give this site a 9 for design, it looks simple yet complex enough to be a modern page.
The usability is a 9, everything seems laid out nicely and there is even a language bar within the page you are on for foreign users and a theme setting to make the pages darker. Although it could use an on page accessibility menu.
