2. No it does not validate, it has 331 Errors and 29 Warnings

5. Design 7, The site is fairly crowded although without crowding the home page there may be too many options of links for information.
6. Usability is 8.5, there is a lot of options for important information but there is a lot of crowding on the page that may be confusing to navigate.
